I take it you've never really used Photoshop have you? It can be used to rotate images & resize images to clear up things that are already embedded in the image. He posts the original image so you can compare it with anything he's done.
You can bet that probably every image you see on both on the Internet AND in print has been through Photoshop--that doesn't mean that the content within that photograph has been deliberately manipulated.
